Which yuri anime is better and why?
If i'd had to choose between them, i'd say Bloom Into You, since i like the Opportunist Seme Touko and the Clueless Uke Yuu combination rather than the Serious Seme Mei and the Tsundere Yuzu combination, Bloom Into You displays a softer couple than Citrus, and that's what i prefer in my opinion.
I prefer Bloom Into You. The couple is just a lot cuter and I love Yuu and Touko's dynamic. I found the one sided nature of it to be really interesting and different. The side characters were also interesting and I'm glad that Saeki wasn't there solely to make things complicated for Yuu and Touko. She was actually an interesting character with proper motivations. I felt bad for her situation.
As for Citrus, I really don't like the pseudo-incest. Whenever the incestous aspect of their relationship was focused on, it just made me uncomfortable. I never ended up fully reading the manga due to the pseudo-incest pushing me away, as those themes got stronger further in. The side characters were also not as memorable as those in Bloom Into You. To me, Matsuri was some shameless twat who was only there to screw up and complicate Mei and Yuzu's relationship. She literally blackmails people.

@RachelleDraws I agree with you! Citrus is really just a fanservice yuri anime made for those into seme/uke dominance. Yuzu was too innocent for the world of Citrus. She deserved so much better than Mei. I really didn't like how she fell in love with Mei after she basically rape-kissed the poor girl and continued to sexually assault her. And I also agree about Matsuri. She had no proper motive or characteristic other than to be the bitchy antagonist towards Mei and Yuzu's relationship.
It's not a matter of whether she's on top or bottom on the bed, it's more than that, the classification depends on the boldness/initiation amount, Touko is the initiator so Touko is the Seme here, Yuu is the receiver so Yuu is the Uke, she only showed her rare Seme side at the last chapter. This is customary among the Yuri otakus.
I feel like Bloom into You is more aimed at girls than Citrus. The characterisation is a lot better overall. Yuzu could have been a really great character in another setting, but not the world of Citrus. Mei constantly sexually harassed Yuzu and just girls in general. And then there was Matsuri and that one other girl who were only there to complicate things.
I would improve Citrus by having Yuzu actually meet and get to know Mei before their parents marry. Yuzu would straight up have a crush on Mei, but not because Mei was forcing herself on her. Maybe because Mei flirts with Yuzu because that shuts Yuzu up out of embarrassment or something along those lines. They then find out their parents are getting married just after they're starting to pursue a relationship and then have a "Is it okay to be together? We're gonna be sisters" thing. This would make Mei less of a predator and would solve the whole grossness of the pseudo-incest. Matsuri can still be in the story, but she shouldn't there just to be unnecessarily antagonistic. It'd be more realistic for when she first meets Yuzu again, to talk to her in a flirty manner and then be heartbroken once she finds that Yuzu is into Mei.
When she tries to ruin Yuzu and Mei's relationship, she does it as an immediate reaction to finding that Yuzu loves Mei because she feels betrayed and is jealous and hurt. Then after she's done what she did, she realises how much it upset Yuzu and feels bad about it and shows regret for her actions. She'd actually be redeemable this way.
There is no better one, these two different stories serve different purposes.
